1. The Festival

The first edition of BIF&ST – Bari International Film & TV Festival (hereafter referred to as “BIF&ST” or “The Festival”) will take place from January, 23rd to 30th 2010, within the Petruzzelli Theatre and other festival venues in Bari (Puglia, Italy). The Festival founded in 2009 by Felice Laudadio had its edition number zero on January 12-17, 2009 (“Per il cinema Italiano”), and it is promoted by Puglia Region with the Assessorato al Mediterraneo, organized with the support of Apulia Film Commission and the Municipality of Bari. It aims to promote and support Italian and international feature film, documentaries and TV programmes.

2. Programme

The BIF&ST 2010 Programme is available on the festival website www.bifest.it. The following Rules&Regulations reports into the non-competitive and competitive sections, as mentioned below.

3. Non-competitive Sections

3.1 BIF&ST 2010. Premiére

Section reserved to 7-8 Long Feature film (Italian and International), produced in 2009 providing that they are Italian Premiere. Preference will be given to those films presented as World Premiere and to those films which have only been screened in other leading International Film Festivals, excluding Italian Film Festivals.

3.2 BIF&ST 2010. First Feature Film Premiére and Special Events

Section reserved to 6 first Long Feature film (Italian and International) produced in 2009 providing that they are Italian Premiere. Preference will be given to those films presented as World Premiere and to those films which have only been screened in other leading International Film Festivals, excluding Italian Film Festivals.

3.3 Cinema&Fiction

Section reserved to Italian and International TV productions that will be shown in a showcase that will features: TV Movies, Miniseries, TV Series and Factual TV programmes. Preference will be given to works produced, directed, written or acted by people involved in Film Industry. Submission is opened to any works produced in 2009 providing that they are Italian Premiere.

4. Competitive Sections – “Per il cinema Italiano” (Opened only to Italian Works)

4.1 “Per il cinema Italiano” ItaliaFilmFest/Long Feature films

Competitive section opened to the best 12-15 Italian Long Feature film selected by a Selection Committee composed by 11 Italian film critics. Admission will be opened to Italian Long Feature films released, distributed and screened in other International Film Festivals from January 1st to December 31st 2009.

An Interntaional Jury will honour:

  • Mario Monicelli Award to the best director
  • Tonino Guerra Award to the best script
  • Suso Cecchi D’Amico Award to the best screenplay
  • Anna Magnani Award to the best leading actress
  • Gian Maria Volonté Award to the best leading actor
  • Ennio Morricone Award to the best music composer
  • Giuseppe Rotunno Award to the best cinematographer
  • Dante Ferretti Award to the best art director
  • Roberto Perpignani Award to the best editor
  • Piero Tosi Award to the best costume designer

An Audience Jury composed by 50 members and headed by a film director, will honour:

  • Franco Cristaldi Award to the best producer
  • Vittorio Gassman Award to a young male rising star or to the best actor playing in a non-leading role
  • Alida Valli Award to a young female rising star or to the best actress playing in a non-leading role

A Critic Jury composed by members of Fédération Internationale de la Presse Cinématographique (FIPRESCI) will honour: :

  • FIPRESCI International Critics Award to the best Long Feature film

N.B. Film selected for competitive Section “Per Il Cinema Italiano” – ItaliaFilmFest/Long Feature films must be screened in Italian (original version) with English subtitles on the screening copy provided at the presenter’s expense, in order to endorse the International Jury along with the International Press accredited to the festival. Italian Films selected in this section if non-Italian and/or non-English spoken must be presented with Italian and/or English subtitles on the screening copy (see 8.3 of this Rules&Regulations).

4.2 “Per il cinema Italiano” ItaliaFilmFest/Short films

Competitive section opened to the best 12-15 Italian short-feature film (max length of 30’) selected by the Festival Artistic Direction. Admission will be opened to Italian Short films released, distributed and screened in other International Film Festivals from January 1st to December 1st 2009.

An Audience Jury, composed by 30 members and headed by a film director, will honour::

  • Michelangelo Antonioni Award to the best Short film director

4.3 “Per il cinema Italiano” ItaliaFilmFest/Documentaries

Competitive section opened to the best 10 Documentary Films selected by the Festival Artistic Direction and by Festival’s programme consultants. Admission will be opened to Italian documentary films released in DVD, distributed in theatre and/or screened in other International Film Festivals from January 1st to December 31st 2009.

An Audience Jury composed by 30 members and headed by a documentary film director, will honour:

  • Vittorio De Seta Award to the best documentary film director

5. Selection Committee

Artistic Director, with the help of two deputy directors, will appoint a Selection Committee to review submitted works. The final selection of works for Non-competitive Sections (3.1, 3.2 and 3.3) and for two Competitive Sections (4.2 and 4.3 of this Regulations) will be at the complete discretion of the Artistic Direction which will also assign sections and screening schedules for invited works.

6. Works Submission

There is no submission fee to the festival. Submission to Non-Competitive Section (3.1, 3.2, and 3.3) must be sent for a pre-selection phase to the Festival Artistic Direction. Applicants must own the rights to the works and must send the works together with one of the Pre-selection Entry Forms (“Feature Film Pre-selection Entry Form” or “TV Fiction Pre-selection Entry Form”), which should be filled out in all of its parts (please print clearly). Both forms may be downloaded from the festival website: www.bifest.it and must be signed in original copy and could be sent via fax at the following number: +39 06 42016191.

The Pre-selection Entry Form and a screener DVD should be sent by courier or ordinary mail to the festival Artistic Direction. (The only acceptable format for submission in the pre-selection phase will be DVD). The works submitted should be presented preferably in original language with English subtitles (if the original language is other than English). If the work is not subtitled, please include a brief synopsis in English.

The Pre-selection Entry Form and the screener DVD must be sent to the BIF&ST Artistic Direction before the festival deadline on November 30th 2009 at the following address:

The DVDs sent for pre-selection will be sent back only if expressly requested in which case all shipping costs will be at the participant’s expense. For customs purposes international shipments must be marked as follows:

“FOR CULTURAL USE ONLY – NO COMMERCIAL VALUE”

7. Selected Works

The Artistic Direction will communicate to the participants selected all the information necessary for participation to the BIF&ST 2010. The applicants will receive an official invitation letter along with the official SELECTED FILM ENTRY FORM, which then must be completed in full, signed and returned to the festival no later than the date indicated. Submission of a film and signature by the film’s authorized representative of the SELECTED FILM ENTRY FORM signifies full agreement with, and consent to, these Regulations.

The submitter or other rights holder(s) grants permission to BIF&ST 2010 to screen the works invited during the festival dates (January, 23rd-30th 2010). Applicants will be asked to communicate and send all the material requested for the works participation at the BIF&ST 2010, as mentioned below.

8. Works Participation

8.1 Catalogue

In order to compile the Festival Catalogue, the festival must receive the below listed material in English or in Italian for each selected works:

  • two film stills (300dpi, 10×15 cm)
  • Director’s picture (300dpi, 10×15 cm)
  • Director’s Bio (max 500 types) and Filmografy (listing titles and years of production)
  • Brief Synopsis (max 600 types)

The above mentioned material must be sent – preferably via email – to Festival Artistic Direction (catalogue@bifest.it). Please, specify in the Object of the email: “Catalogue BIF&ST 2010”. The catalogue materials can be also sent by express courier to the festival headquarters, as mentioned above.

8.2 Subtitles – Non-competitive Sections

Works selected for Non-competitive Sections (3.1, 3.2 and 3.3) which are not spoken in English, will have to be compulsorily presented by the submitter in original version with English subtitles on the screening copy. All costs pertaining the electronic subtitling operations into the Italian language will be at festival’s charge. The presenters of the selected works commit themselves to provide all subtitling material to the festival organizers, as requested below:

  • Dialogue List in original version
  • English Dialogue list with spotting list (time code in – time code out)
  • A DVD with English subtitles with final editing (exact reproduction of the screening copy) must be sent by courier to the festival headquarters, as mentioned above. For customs purposes International shipments must be marked as follows: “FOR CULTURAL PURPOSE ONLY – NO COMMERCIAL VALUE”

Dialogue lists must be sent by email to subtitles@bifest.it, specifying in the object line “Dialogue List + title of the work selected”.

8.3 Subtitles Competitive Sections

Film selected for competitive Section “Per Il Cinema Italiano” – ItaliaFilmFest/Long Feature Films (4.1 of this Rules&Regulations) must be screened in Italian (original version) with English subtitles on the screening copy in order to endorse the International Jury along with the International Press and guests accredited to the festival. Italian Films selected in this section if non-Italian and/or non-English spoken must be presented with Italian and/or English subtitles on the screening copy.

Film selected for Competitive Sections (4.2 and 4.3) will be screened preferably in original version with English subtitles to endorse the International press Accredited to the Festival (please note this is not mandatory).

9. Shipment of screening copies and formats

9.1 Print Traffic and Shipment

The shipping expenses – to and from origin – of the selected screening material will be at the Festival’s expense, except for different agreements among the parts.
Print coming from or going to other festivals, the Festival will cover only one of the trip (pick up or delivery), before applicants agreement with Responsible for Print Traffic at other festival where the film will be exhibited.

All the screening copies must be sent exclusively through the Festival’s International shipping agent, that the Festival will communicate within the official invitation letter. All screening copies must reach our International Shipping Agent no later than January, 8th 2010.
For customs purposes International shipments must be marked as follows: “FOR CULTURAL PURPOSE ONLY – NO COMMERCIAL VALUE”.

9.2 Screening Formats

The presenters of the selected works will be responsible for delivery of the exhibition copy of the invited work in one of the Screening Formats specified below and in the number indicated:

  • 35mm
  • BETA SP PAL (2 copies)
  • BETA DIGITAL PAL (2 copies)
  • HD-CAM

N.B. – Please make sure that Exhibition Copies invited to “Cinema&Fiction” Non-Competitive Section (3.3 of this Rules&Regulations) do not contain: commercial breaks, copyright spoilers, channel/broadcaster’s logos during the running of the works.

10. Print Insurance

Prints of all works selected for all the Non-competitive and Competitive Sections will be insured throughout the period in which they are in the Festival’s custody. In the case of loss or damage during BIF&ST 2010, the Festival will be responsible only for the replacement value of the print. The Festival assumes this obligation only in the event that the print was originally received by the Festival in good condition. Works invited will not be copied, modified, broadcast or screened outside the festival venues.

11. Anti-Piracy Precautions

BIF&ST endeavors to take all possible anti-piracy precautions. All prints and associated copyrighted materials will be securely stored while on BIF&ST premises. Presenters of the invited works can appoint private Anti-Piracy Agency at their own expense.

12. Press and Promotion

The presenters of the selected works commit themselves to provide the festival press office with the following material to be sent via email at pressoffice@bifest.it:

  • n. 20 paper/digital press-kit (or one Electronic Press Kit)
  • n. 10 promotional clip of the running of 3’(BETA SP o DVD)
  • n. 1 film still (300dpi, 10×15cm) free form embargo and from distribution deadline

The above-mentioned material will be available to the Festival Press Office for distribution to the Press and to the Distribution Companies accredited to the Festival. The Festival is qualified to use excerpts from the selected products nationally and internationally for promotional purposes only, and the excerpts provided by the Distributors/Production Companies must include automatic authorization for their use.

For promotion of the Festival, the BIF&ST 2010 website www.bifest.it is permitted to use any photo or digital film clip provided by the applicants.

Promotional material (clips, paper press-kits, brochures, posters, etc) will have to be sent via international courier to the following address specifying “Promotional Material BIF&ST 2010”:

Promotional material shipping costs will be at the participant’s expense. Will be rejected material that must be clear through customs at the expense of the Festival.

13. Acceptance of these Regulations

Participation in BIF&ST and submitting ENTRY FORMS implies acceptance of these Rules&Regulations as well as acceptance of the Artistic Direction’s decisions regarding the insertion of the work in the official programme of the festival. Any disagreements will be resolved exclusively by the Artistic Direction of the festival. In case of controversy the Italian version of this document will be disputed at the Foro di Bari.

It is the responsibility of producers, distributors, or other authorized representatives submitting a film to ensure that they are lawfully entitled to enter a film in BIF&ST, which includes having obtained all necessary releases including, but not limited to the use of images, likenesses, music licenses and intellectual property rights.
